Former S.F. building commissioner arrested by FBI for bank fraud

Structural engineer Rodrigo Santos was also being investigated by San Francisco City Attorney Dennis Herrera, who alleged that Santos and his San Francisco-based firm, Santos & Urrutia, stole more than $420,000 from clients through check fraud between 2016 and 2019.
