Subject: Statement made pursuant to Circular VIII, No:54 of the Capital Markets Board

As of December 10, 2009, Turkcell has made some changes to Sales management team.

Emre Sayin, who joined Turkcell on 9 May 2007 and was previously Chief Consumer Sales Officer, becomes Chief Corporate Business Officer.

Hulusi Acar becomes Chief Consumer Sales Officer. Hulusi Acar, who joined Turkcell in 2000, had been Division Head of Wholesale & Distribution Management since 2008.

Ekrem Yener, who joined Turkcell on 9 May 2007 and was previously Chief Corporate Business Officer, has been assigned to work on Special Projects reporting to the CEO.
