Developer Tanya Ragan Shares the Story Behind the Transformation of the Dallas Farmers Market District

Early investment, historic preservation, and long-term commitment helped revive one of the largest residential neighborhoods in downtown Dallas

-- The revitalization of the Dallas Farmers Market District, now one of the most vibrant mixed-use neighborhoods in downtown Dallas, reflects nearly two decades of early investment, historic preservation, and coordinated redevelopment led in part by developer Tanya Ragan, founder of Wildcat Management.

Today the Farmers Market District spans roughly 40 acres across more than 10 city blocks, making it the largest residential neighborhood in downtown Dallas. The district is home to approximately 4,500 residents, with a housing mix that includes numerous townhomes along with apartment residences and a limited number of condominiums.

The neighborhood has also become one of the city’s most popular destinations, attracting hundreds of thousands of visitors annually to its restaurants, retail destinations, and historic public farmers market where local farmers sell produce on weekends.

But the district’s success followed a period when its future was uncertain.

In the early 2010s, the city-owned Dallas Farmers Market was losing roughly $1 million annually, and city officials were actively discussing closing the market and bulldozing the property entirely.

Ragan had already begun investing in the neighborhood years earlier.

Through Wildcat Management, she first purchased property in the district in 2006, becoming one of the earliest investors assembling land in the area.

In 2009, she founded the Farmers Market Stakeholders Association (FMSA), an organization created to bring together property owners and business leaders to advocate for revitalizing the district and preserving the historic market.

The effort helped drive the eventual privatization of the Dallas Farmers Market, which the city later put out to bid with the requirement that a portion remain a public farmers market serving local farmers.

“I’ve spent nearly two decades investing in downtown Dallas because I believe in the long-term trajectory of this city,” Ragan said. “The Farmers Market District is a great example of what can happen when early investment, historic preservation, and coordinated redevelopment come together.”

Ragan deepened her commitment to the neighborhood in 2011, becoming one of the first owner-residents in the area when she purchased a parcel to build a townhome.

Wildcat Management also relocated its offices to the district, operating there from 2010 through 2021, placing the company at the center of redevelopment efforts surrounding properties it owned.

“Revitalization doesn’t happen from the sidelines,” Ragan said. “It takes people willing to invest early, take risks, and stay committed long enough to see a neighborhood evolve.”

One of the most visible early redevelopment projects involved the preservation of the historic Liberty Bank Building, the oldest commercial building in downtown Dallas.

The structure had been scheduled for demolition as part of a road project.

Instead, Ragan led a complex relocation effort that dismantled the building brick by brick and moved it to the Farmers Market District, where it was reconstructed as a centerpiece of the neighborhood’s revival.

The project created approximately 5,000 square feet of restaurant and retail space, with tenants committing to the project before the building was even relocated.

“Saving the Liberty Bank Building wasn’t just about historic preservation,” Ragan said. “Moving it brick by brick sent a signal that the neighborhood had a future worth investing in.”

The relocation helped spark broader momentum across the district.

Today the Farmers Market District includes:

  • residential apartments, townhomes, and a limited number of condominiums
  • restaurants and retail shops
  • office space
  • a large indoor food hall open seven days a week
  • a public farmers market featuring local growers on weekends

The neighborhood has evolved into a true live-work-play environment, widely viewed as one of the most successful redevelopment stories in downtown Dallas.

Ragan’s work in the district reflects a broader career focused on urban revitalization and economic development across the city.

“There are not many women who own and develop real estate in downtown Dallas with their own capital,” Ragan said. “I’ve always believed the best way to lead is to invest alongside everyone else and take the same risks.”

After more than a decade with Wildcat Management headquartered in the Farmers Market District, Ragan relocated the firm in 2021 to another historic downtown area she is helping revitalize — the West End Government District.

“Dallas has always rewarded people willing to take long-term bets on the city,” Ragan said. “When you are personally invested in a neighborhood — living there, working there, and developing there — you care deeply about its long-term success.”
